The Arts (music, architecture, dance, sculpture, etc) are man’s way of amplifying human emotions.

Public arts are the way a people express their hopes and dreams.

Communities that oppose public art, even for financial reasons, have a sickness within that mutes human expression and negate man’s hopes and dreams.
